I would do it, just to be on the safe side. All it would take is for someone at an airport checkin counter, to decide to deny your boarding because you don't have a return ticket, nor a visa in your port. Also, you never know what mood the immigration officer might be in. For the SRRV you need your port when you renew your card. So an expired port would need to be renewed before renewing the SRRV card anyway.
 
Dan you can do this sort of thing by courier with a PRA rep. I renewed my SRRVvisa card in a day or two with my PRA rep. He said next time do it by courier to him to save myself a trip. Renewals are quick and easy.
